PRINCIPLE PRIORITIES AND THEMES OF THE PROGRAMME
This grant scheme has been developed within the framework of the communications strategy of the EC Delegation to the former Yugoslav Republic of Macedonia. The principle priorities of the strategy are to:
1. Improve public knowledge and understanding of the European Union;
2. Explain the process of accession and its implications and build support for EU membership.
To this end, two principle themes have been identified for this grant scheme:
Theme 1: former Yugoslav Republic of Macedonia’s EU accession aiming;
• To familiarise Macedonian citizens with the accession process, the progress of negotiations, the roles and responsibilities of the former Yugoslav Republic of Macedonia, the opportunities and challenges of accession and the impact on the daily lives of citizens;
• To offer a balanced approach to the accession process and, in particular, dispel myths, prejudices and fears of the EU and accession process in the former Yugoslav Republic of Macedonia;
• To enable viewers to see the experiences of other Member States and aspiring member states (through interviews, features, and stories);
• To highlight the EU financial assistance programmes that have been developed to support accession and the reform process in the former Yugoslav Republic of Macedonia.
Theme 2: The European Union – the broader picture aiming;
• To communicate to Macedonian citizens the internal policies of the EU and how it functions in order to enable them to engage in a dialogue about European issues;
• To illustrate the impact of European policies on the lives of citizens;
• To explain the socio-economic challenges facing Europe in the context of globalisation;
• To communicate the role of the EU in the international arena.
Applicants are expected to focus on one or more of the sub-topics listed.
Applicants invited to submit a full application must provide written confirmation that air time will be made available for broadcasting (and rebroadcast) the programmes and provide a realistic and appropriate broadcast schedule. This should also indicate where programmes will be made available to other local and regional television stations in the country. In the case where a production company is the Applicant, credible written commitments from one or more (other) broadcasters is required with confirmation that air time will be given and with proposed broadcast schedules. In any of the above mentioned cases, a simple letter of commitment will not be considered acceptable.
The non-commercial rights of use must be yielded to the Commission for all programmes under this grant scheme. Copies of the programmes in DVD format, together with the written scripts of the broadcasts should be provided to the ECD upon completion of the project.
